I have a Dell Poweredge 1600 with twin Xeon.( Prestonia 2.4 GHz, 4
gigs ram)... and although I am happy enough with the speed etc etc.,,
( I lie, I would like something a with a LOT more woompf! for
photoshopping and mosaicing etc etc...) it is really the noise that I
have a problem with.

I have moved it to a smaller room and the fan noise is quite
noticeable and annoying. As I can re-deploy this seven year old system
onto other areas I am need of a workstation at least but preferably a
lot faster ( I cant find comparison tables that include the chips
above compared to newer chips) but more important as silent as
possible.

I don't have the budget for exotic water cascade systems etc etc....
and I don't want to pay the premium for the really cutting edge
CPU's.... I have all the other hardware apart from the Mobo/ CPU and
case/ cooling...///

Any suggestions / recommendations.?

e317 delivered from dabs

assembled two of these in past month, even overclocked to 3,7 Ghz both
are nearly inaudible - under heavy load temperature goes to ~60 celsius
and loudest components are hard drives

beats mine Q6600 in everything but video encoding, and what is best
when idle (with some 1tb hdd spinning) power consumption of all system
never exceeding 60W

integrated video chip is as good as geforce GT8600 so no need for additional
graphics card unless you need CUDA or want to play new 3D games

1TB samsung f3 is e50, 500gb is just e36 so unless you have fast and modern
hdd already there is no point of putting back old one as it most likely will
be slowest component (those two are reliable and pretty quiet imho)

do not buy cheapest case, they are made from very thin steel sheets, poorly
assembled with not enough rivets, and therefore resonates easily, any
vibrations from fans, hdd, dvd and whole case making weird noises

go for gigabyte, antec, cooler master, nzxt, foxconn, thermaltake, akasa,
corsair etc...
